First off - thanks for opening this site..it's very refreshing to see no one is being censored..
Here are my questions---I have heard from numerous sources that the NYPD panel sent over to DCAS voted on 19 changes to this test....However, what makes anyone think that the job, once the powers that be get hold of these review panel results, will allow the panel to have their way? The lack of transparency displayed by this job amazes me...If the final key comes down with less than the 19 changes rumored, then what is left to say, but WTF?!
A lawsuit that charges that the the entire adminstration of this debacle of a test was arbitrary and capricious may actually have some merit.... Think about it - a test is written by a bunch of persons (Qualifications please ???) in the rank we seek probably with the desire that no one pass and achieve their rank - then, our answers are judges by a different group of non-executives only to see their results be overturned by the executives who didn't even proofread the damn thing in the first place.....I am left to wonder if the thing is being tied up so that the movers and shakers can manipulate and gerryamander a certain number and/or demographic of eligibles....What standards are in place to ensure fairness? Who are the players? The "review" panel should have been put into place to review this exam before we took it. A company that knows how to write tests should have been contracted to help write the exam. Our Patrol Guide should not contradict itself and its ambiguities should not be tested in a manner where only one correct answer exists, especially by people who clearly don't even understand the ambiguities themselves. What kind of test have you ever taken where one-fifth of the test was subject to change?
Once the review panel is selected, the Department has no bearing on any decision the panel makes regarding throwout/double answers. I know there will be conspiracy theorists saying "The job ain't on the level, kid" but you have to remember that DCAS is its own agency and they are not concerned with who the NYPD promotes. What DCAS should be concerned with is the entire process of administering promotion exams for ALL city agencies (think FDNY entrance exam) and the release of proposed answer key with changes already on it (ie. Exam #1534).
Alvin, I think everyone agrees the test was seriously flawed, an the fact the lawsuit might have merit is what had us worried. The problem was except for one person the people tryin to get the test thrown out were from the 2006 list. I would say most didn't even take the 2011, and they were claiming our test was unfair. You just don't do that. I didn't make the cut w a raw score, I'm hoping for throw outs, but the fact of the matter is a couple hundred did, an I woul never sue and **** those guys over even if I had a forty with no shot at passing.
Yoda, I would like to think that DCAS could not be influenced by the NYPD and I am not a conspiracy theorist--only a realist. And in the real world, DCAS answers to the Mayor and this Mayor usually defers to the NYPD and everyone answers to the Courts---
Yet, I do agree that DCAS needs to be concerned with their examination processes for all City agencies...and while you bring up the subject of the FDNY entrance exam- remember that the previous ones were thrown out by the Courts due to the demographics of the results- not necessarily due to fairness of the questions.....The history of civil service exams is loaded with stories of list manipulation to get the results desired by their agencies......In fact ,no NYC adminstration (in fairness, I think some, including this one, have actually tried) has been able to formulate a fair and transparent method of promoting civil servants. They have gotten closer with standardized testing, but when the standardization becomes mismanaged, mistake laden and randomly applied, they move back towards patronage and quota systems...
Yeah Habidashery, I wouldn't sue either...and i would hope that any lawsuit filed by others would result in those that passed NOT being punished and having it taken away from them....But I don't want to see that, out of a bunch of defective questions, someone gets to choose which ones were more defective than others based on who they think should pass -----What I'm saying is that if a panel said 19 questions are bad, then the number is 19, and let all chips fall where they may even if the list grows to 1,500.....
My old partner went last Wednesday to verify his veterans credits. DCAS told him the DCAS commissioner wanted the veterans credits done right away and the list out right after they finished with the credits. Last Friday was the last day of appointments. The Wednesday rumor sounds legit. Can anyone get their hands on the final answer key? Supposedly the grimy 19 have it.
i agree with u alvin but i dont think theres a chance of the list even reaching 1000, I know so many people that didnt finish the test as well as others that got in the 40s and 50s
I heard something similar about the final key, that it was Suppossed to be supplied to the grimy lawyer. Wouldn't that be ironic that those ****s are the first to get their hands on it.
